  • House Passes Budget Deal, Senate to Begin Consideration on Tuesday
By a vote of 332-94 (Roll Call), the House passed the Bipartisan Budget Act (H J Res 59) last night. The budget deal sets FY14 discretionary spending at $1.012 trillion and $1.014 trillion for FY15.  Several higher education associations, including APLU, sent the attached letter of support for the Bipartisan Budget Act to the full House yesterday morning.

Senate Majority Leader Harry Reid stated this morning that the Senate will begin consideration of the bipartisan budget deal on Tuesday.  CGA are urged to reach out to their Senators in support of passage of the budget deal. 

In terms of the FY14 appropriations process, the House and Senate Appropriations Committee Chairs Hal Rogers (R-KY) and Barbara Mikulski (D-MD) have begun to negotiate the final FY14 spending allocations.

  • House Passes Short Term Extension of Farm Bill
Yesterday, the House also passed by voice vote an extension of the 2008 farm bill through January 31, 2014 (HR 3695).  The Senate Democratic are reluctant to take up the extension as they hope current negotiations will result in a deal in January 2014.

The National Science Foundation (NSF) released this week Important Notice to Presidents of Universities and Colleges and Heads of Other National Science Foundation Awardee Organizations: Transparency and Accountability at NSF, which briefly lays out NSF's new strategy for improving accountability and communication on their investments to the public and policymakers.

  • AAAS-AAU-APLU-FBI Workshop Report on Revised Implementing Select Agents and Toxins Regulations
The American Association for the Advancement of Science (AAAS), Association of American Universities (AAU), APLU, and Federal Bureau of Investigation (FBI) recently announced a new report on Implementing the Revised Select Agents and Toxins Regulations.  This report describes the experiences of officials from research institutions and diagnostic laboratories as they have implemented the revised Select Agents and Toxins Regulations. The report lists suggestions for alleviating key challenges faced by research institutions and diagnostic laboratories.
