 The House Appropriations Committee on Wednesday backed by voice vote the FY2014 defense spending bill (press release, bill text, and report language), which provides $512.5 billion in non-war funding, a decrease of $5.1 billion below the FY2013 enacted level and $3.4 billion below the President’s request.  The overall total for Defense research, development, testing & evaluation (RDT&E) is $66.4 billion.  This is $1.1 billion less than the President’s budget request of $67.5 billion.  For 6.1 basic research, the House Committee provides $2.2 billion, a slight increase over the President’s request.  For 6.2 applied research, the House provides $4.7 billion, a $52 million increase over the Administration’s request.  

The House is due to consider the FY2014 Defense authorization bill (H.R. 1960) on the floor today. A full list of the 172 amendments made in order can be found here. The White House has threatened to veto the bill because of policy provisions.

The Senate Armed Services Committee began marking up their FY2014 authorization bill this week with plans to complete work by Friday.
